OCTC Names Hall as Innovation and Artificial Intelligence Lead

Owensboro, KY (02/18/2026) — Owensboro Community & Technical College (OCTC) has appointed Dr. Ryan Hall as its Innovation and Artificial Intelligence Lead. In this role, Dr. Hall leads applied artificial intelligence initiatives, advances workforce modernization efforts, and drives technology-enabled innovation across Kentucky. His work focuses on ensuring that artificial intelligence enhances human capability, strengthens economic resilience, and expands regional opportunity.

Dr. Hall is a recognized statewide speaker on artificial intelligence, workforce transformation, and the future of learning. He regularly advises educational institutions, employers, and community organizations throughout the Commonwealth on emerging technologies and their practical application in education and workforce development.

"At OCTC, our focus is on applied, responsible AI that supports learners, strengthens employers, and helps communities adapt and thrive in a rapidly changing economy," said OCTC President Dr. Scott Williams. "Artificial intelligence presents an extraordinary opportunity to amplify human talent and expand access to opportunity," added Williams.

Hall brings extensive global leadership experience to OCTC. He previously served as President of ESLI, where he worked in more than 20 countries, including China, Saudi Arabia, Kuwait, Turkey, and Vietnam opening schools and collaborating with governments and universities to establish international partnerships and advance educational outcomes. Most recently, Dr. Hall served as Director of Adult Education at OCTC, leading the program to statewide recognition as a Kentucky Program of Excellence for the past two years.

Hall holds a bachelor's degree in English and Economics from the University of Kentucky, a master's degree in English Literature, and a Doctorate in Education Leadership from Western Kentucky University. He also holds a certification in Artificial Intelligence from Harvard University. A dedicated civic and charitable leader, Hall serves on the board of Cliff Hagan's Boys & Girls Club of Owensboro and supports initiatives focused on education, youth development, and community advancement.
