OCTC Names Sheri Plain, Vice President of Workforce and Economic Development
Owensboro, KY (11/21/2024) — Owensboro Community & Technical College (OCTC) is pleased to announce Sheri Plain's appointment as the new Vice President of Workforce and economic development. With a strong background in workforce development and a deep commitment to the Owensboro community, Plain brings both experience and leadership to this critical role.
Plain, who most recently served as Senior Director of Workforce Development within OCTC's Workforce Solutions division, will now lead the College's dynamic team of over 40 workforce professionals. In her expanded role, she will oversee the development and delivery of customized training programs, high-stakes assessments, adult education services, healthcare certifications, apprenticeships, and work-and-learn programs designed to meet the evolving needs of today's workforce.

A Proven Leader in Workforce Development
Sheri Plain's journey at OCTC began in the classroom as an adjunct communications faculty member at Owensboro Community College. Her passion for education and community engagement led her to serve as the College's first Director of Marketing and Public Relations, where she played a pivotal role in elevating the College's visibility and community impact. She also worked with the Community College of Owensboro Inc. Foundation Board, leading the College's inaugural major gifts campaign.
However, it is in workforce development that Plain truly made her mark. Over the years, she has spearheaded a wide range of local, regional, and nationally funded workforce initiatives, helping to connect individuals with job opportunities, certifications, and career pathways in high-demand industries. Her leadership has been instrumental in building partnerships between the College, local businesses, and industry leaders, ensuring that OCTC's workforce programs stay aligned with the needs of employers.
Building Stronger Communities Through Education and Training
As Vice President, Plain will continue to build on OCTC's legacy of innovative workforce training programs, which have been a cornerstone of the College's mission to drive economic development. Her team will focus on expanding access to short-term certifications, creating more opportunities for apprenticeships, and developing solutions for employers to train and upskill their workforce.
Plain's work is essential to addressing critical workforce demands in key sectors such as healthcare, advanced manufacturing, technology, and business services. She is dedicated to ensuring that OCTC's workforce programs remain responsive to both regional and national economic trends, creating a more skilled, competitive workforce for the future.
Academic and Community Commitment
Plain holds a Master of Arts in Organizational Communication from Western Kentucky University and a Bachelor of Science in Journalism, Radio, and Television from Murray State University. She and her husband, Scott, are lifelong residents of Owensboro, where they are active members of the community.
