OCTC Announces Winners of RAD Scholarships Supported by CPE and OH

Owensboro, KY (12/03/2025) — Last December, Owensboro Community and Technical College (OCTC) announced a new $150,000 boost for its Radiography Technology program. The Kentucky Council on Postsecondary Education awarded OCTC a $75,000 grant, which was matched dollar-for-dollar by Owensboro Health, to provide comprehensive scholarships for radiography students.

"We are thrilled to partner with Owensboro Health and the Council on Postsecondary Education to make this significant investment in our Radiography Technology program," said Dr. Scott Williams, President of OCTC. "These scholarships will open doors for talented students to pursue rewarding careers in healthcare and help meet the growing demand for skilled radiography professionals in our region."

Today, we are excited to announce that Roxy Cunningham, Sarah Houston, and Baylie Mitchell were selected to receive this award. They will each receive $5,000 a semester for a total of $10,000.

Roxy Cunningham is from Owensboro, KY, and a graduate of Greenwood High School, Bowling Green, KY. She works in the Radiology Department at Owensboro Health. She is on track to complete the program and sit for the national exam in 2026. Roxy has accepted a postgraduate position at Owensboro Health and states that she is grateful for this opportunity to continue serving her community.

Sarah Houston is from Owensboro, KY, and is a graduate of Owensboro Catholic High School. She is on track to complete the program and sit for the national exam in 2026 and is excited to begin her career in radiology in her home community.

Baylie Mitchell is from Owensboro, KY, and is a graduate of Daviess County High School. She is on track to complete the program and sit for the national exam in 2026 to begin her work in the profession here in Owensboro.

"Our radiography program offers students the opportunity to gain in-demand skills and hands-on experience to excel in this dynamic field," said Michelle Tudor, Radiography Program Coordinator at OCTC. "These scholarships will enable more aspiring radiographers to access the education they need to launch fulfilling careers. We look forward to seeing Roxy, Sarah, and Baylie thrive in our program and beyond."

Eligible candidates had to be Kentucky residents entering their second year of the Radiography program. The scholarships will cover reasonable educational expenses, including tuition, books, fees, and other attendance-related costs.

Recipients will receive support in the fall 2025 and spring 2026 semester. As part of their commitment, scholarship recipients will be required to work in their field at Owensboro Health for a designated period after graduation. Applications were open and taken through April 2025. The grant, funded through the Kentucky General Assembly's Healthcare Workforce Investment Fund, aimed to strengthen Kentucky's healthcare workforce by supporting students pursuing careers in radiography.
